Depth
Dig five layers into this story — from what happened to the full picture.
L1What happened
The Air Force is lead agency for the CNMI Airfields Training and Exercises (CATE) EIS covering Saipan International Airport, Tinian International Airport, Tinian North Field and Rota International Airport, and intends to invite the Federal Aviation Administration and the Commonwealth Ports Authority as cooperating agencies. The 30-day scoping period began with the notice's publication on Oct. 28; comments are accepted throughout the EIS process, but the Air Force asks that they be sent within that period (Federal Register).
L2Who’s affected
Our Common Wealth 670 said in an Oct. 30 statement that the review should examine aircraft noise, contamination, civilian airport operations, cultural resources, public safety and cumulative impacts of military activity across the Marianas, and should consider Chamorro and Refaluwasch communities, citing the islands' history of military land acquisition, displacement and environmental contamination. "The No Action Alternative and options that reduce or avoid additional military activity should receive serious examination," it said (Marianas Press; RNZ).
L3Why it’s quiet
Analysis · OVERLOOKED The group objected to the timing, citing the holiday season: "The timing of this scoping period raises serious concerns" (Marianas Press). The notice also came days before the CNMI's Nov. 3 election. We did not find coverage by the 13 major U.S. outlets.
L4Deeper impact
Events would include aircraft operations, fuel receipt, storage and distribution, temporary expeditionary infrastructure and utilities, and munitions handling including chaff and flare. Alternative 1 is 20% more intense: up to 1,400 fixed-wing and 384 rotary-wing operations per airfield a year; a no-action alternative will also be studied. The notice says the purpose is distributed operations across multiple locations under the Agile Combat Employment concept, and the training could also involve other Defense Department services, allies or partner nations (Federal Register).
L5Full context
The proposed action does not include construction, new or changed airspace, or more munitions expenditures than earlier environmental reviews analysed (Federal Register). Delegate Kimberlyn King-Hinds: "These are decisions that can have lasting implications for our communities. Your participation matters." Ports Authority board chair Bart Jackson: "No. Absolutely not. No impact." and "They will be a paying tenant" (Marianas Press). Scoping meetings are Nov. 18 at Pacific Islands Club, Saipan, and Nov. 19 at Tinian Western Lodge, both 5–8 p.m., and Nov. 21 at the Rota Mayor's Office, noon–3 p.m. Comments go to www.CATEEIS.com or PACAF.NEPA.CATEEIS@us.af.mil. A draft EIS is expected in fall 2027 and a final in summer 2028; no final decision has been made (Federal Register; Marianas Press).
