Depth

L1What happened

Paraguay's central bank (BCP) announced a resolution procedure for Ueno Bank in the early hours of Tuesday, Nov. 3, after its solvency ratio was found to be below 50% of the required minimum, ABC Color reported. The bank's branches stayed closed Tuesday morning, and many customers, including pensioners paid through Ueno, gathered outside, Reuters reported. "Carvallo dijo que presentó su dimisión pero que permanecerá en el cargo mientras se lleva a cabo el proceso de resolución" (Carvallo said he had submitted his resignation but will remain in post while the resolution process is carried out), Reuters reported; he chaired the fast-growing digital bank until August 2023 (Reuters).

L2Who’s affected

Ueno has about 3 million customers and manages about $850 million in public funds (Reuters). Deposits are guaranteed up to 75 monthly minimum wages, equivalent to 228,300,000 guaraníes per person (ABC Color), about $39,000 (Reuters). ABC Color reported that "los fondos en Ueno están congelados y podrían permanecer así por hasta 15 días" (funds at Ueno are frozen and could stay that way for up to 15 days). About 32,000 pensioners of the social security institute IPS who are paid through Ueno will be moved to another bank, and IPS says pensions and year-end bonuses are guaranteed (ABC Color).

L3Why it’s quiet

Analysis · OVERLOOKED AP, Reuters and Bloomberg have covered the takeover, but we found no coverage from U.S. TV networks or major U.S. newspapers, and it broke on U.S. Election Day.

L4Deeper impact

Carvallo said the first findings involved loans linked to companies of the group that controls the bank, which in turn led to deteriorating liquidity indicators (Reuters). Officials said Ueno represents less than 9% of Paraguay's financial system and that there is no risk of contagion to other institutions (Reuters). About 120 BCP staff were deployed to Ueno branches (ABC Color).

L5Full context

Ueno is majority-owned by Grupo Vázquez; it issued $350 million in bonds maturing in 2031 (Reuters). Several senators had called for the removal of the central bank's leadership (Reuters). The procedure was announced a day after Vice President Pedro Alliana expressed concern about public funds deposited at the bank and urged President Santiago Peña to deal with the matter (Reuters). Peña, a business partner of the bank's owning group until March 2025, on Monday suspended a planned trip to Spain for the Ibero-American Summit (Reuters).
