Depth
Dig five layers into this story — from what happened to the full picture.
L1What happened
What happened: "South Africa's seventh local government elections since 1994 got under way without any major hitches when voting stations opened at 7am on Wednesday" (IOL, published 1:19 a.m. ET, Nov. 4). Electoral Commission of SA (IEC) chairperson Mosotho Moepya said voting stations had opened successfully "almost everywhere in the country" (IOL). "I'm not saying every little place has no problem," Moepya told a media briefing shortly after voting began (IOL). The Commission says "voting stations will open at 7am and close at 9pm on Wednesday" (SAnews, the government news agency); 9pm in South Africa is 2 p.m. ET.
L2Who’s affected
Who's affected: IOL reports "a record 29,2 million people registered to elect councils in 257 municipalities". SAnews reports "an unprecedented 29.2 million voters registered to vote across 23 696 voting stations nationwide". (Both outlets give the same figure; IOL uses a decimal comma.) In Kraaifontein, Cape Town, voter Themba Ntozana said: "What prompted me to vote is that I want better services from the municipality" (IOL).
L3Why it’s quiet
Why it stayed quiet: The vote falls the day after U.S. Election Day, when U.S. coverage centers on American races. Our O-Score check found an AP preview (Nov. 1) and a Reuters voting-day report (Nov. 3, 6:03 p.m. ET) among the 13 major U.S. outlets, and no other outlet's own story as of about 2:20 a.m. ET.
L4Deeper impact
Deeper impact: In Kraaifontein, Edward Feltman, 69, "told IOL he had been voting since 1994 but had not seen any changes". "He said water and electricity had been his main concerns" (IOL). "President Cyril Ramaphosa is expected to cast his ballot at about 10am at Hyde Park High School in Sandton" (IOL).
L5Full context
Full context: "A total of 188 000 IEC officials have been deployed across the country’s voting stations", Moepya said (SAnews). Moepya warned that "campaigning inside the boundaries of a voting station was a crime that could carry a fine or up to five years in prison" (IOL). No results have been reported yet.
