Depth
Dig five layers into this story — from what happened to the full picture.
L1What happened
What happened: The county results page lists "Jeni LAMBERT 858 Chris VAN PAASSEN 858 Drew HEMSLEY 410", with Ward 4 "Ballots cast: 2,126/6,375 = 33.34%" and the note "The race for Ward 4 Councillor resulted in a tie." (Norfolk County) "William Tigert, Norfolk County Clerk, will conduct a recount for the office of Ward 4 Councillor after the election resulted in a tie." (Norfolk County) Times, from the county's recount procedure: "The recount shall commence on November 5th, at 9:00 a.m." at the "Gilbertson Administration Building, 12 Gilbertson Drive, Simcoe." The county's release says the lot, if required, will be held "on the night of Thursday, November 5, 2026"; the procedure sets it for "7:00 p.m." We found no source giving a different time.
L2Who’s affected
Who is affected: Ward 4 voters and the two candidates. Lambert told CBC: "it is basically going to boil down to putting both of our names in a hat and drawing one of us to be the winner" Van Paassen, the incumbent: "In hindsight, maybe I should've knocked on one more door or put up one more sign or something to that effect" (CBC).
L3Why it’s quiet
Why it is quiet: Our headline check of 13 major U.S. outlets found none covering it (O-Score 10, provisional); see the O-Score proof page.
L4Deeper impact
Deeper impact: The county says that if the recount leaves the candidates tied, "section 62(3) of the Municipal Elections Act, 1996 requires the Clerk to choose the successful candidate by lot". The Act's wording, quoted by the county: "the clerk shall choose the successful candidate or candidates by lot." Lambert: "Although I think it's archaic, it's the way the legislation reads," and she will "focus on getting the legislation changed, so that moving forward, nobody else is in this position." (CBC) The lot "will be open to the involved Candidates, any appointed legal counsel, and will be opened to the media." (procedure)
L5Full context
Full context: The recount covers "votes cast for the Ward 4 Councillor race during Advance Voting and Election Day, as well as online votes" and "will be conducted in the same manner as the original count, with all marked ballots processed through vote tabulators" (Norfolk County). CBC says turnout in "Norfolk County, a rural municipality on the north shore of Lake Erie, was 33 per cent, according to the municipality"; Van Paassen: "And I think that's the bigger issue."
