L1What happened

Grant-Valkaria appears to have been "ground zero," weather officials said Monday night (Florida Today). At 3:35 p.m. Monday, the NWS said "between 16 and 22 inches of rain have fallen" in southeast Brevard and northeast Indian River County, including Palm Bay, Melbourne, Malabar, Indialantic, Barefoot Bay and Sebastian (321 Daily). County Emergency Management Director John Scott put south Brevard at 15 to 20 inches and Mims and Titusville at 5 to 8, calling the south-county totals "borderline historic" (Central Florida Public Media). A slow-moving front to the south and easterly winds carrying deep Atlantic moisture drove the rain, weather officials said (Florida Today).

L2Who’s affected

Sheriff's deputies helped more than 100 people caught in rising water while driving, said Don Walker of Brevard Emergency Management, and airboats pulled at least seven residents from homes in West Melbourne's Wingate subdivision (Florida Today). State wildlife officers rescued 60 people in Brevard, and three Florida Tech students were pulled from a flooded retention pond in Melbourne (Florida Today). "We've had high water rescues since 5 a.m.," Palm Bay Fire Rescue Assistant Chief John Ringleb said Monday (Florida Today). Melbourne issued a precautionary boil-water notice for all its water customers after a major main break (Spectrum News 13, via 321 Daily), and Palm Bay shut off water to some customers after a main break on Port Malabar Boulevard NE (Florida Today, via 321 Daily). Brevard Public Schools has not said when schools will reopen (321 Daily). None of the sources we reviewed reported any deaths.

L3Why it’s quiet

Analysis · OVERLOOKED Most of the detailed reporting comes from Florida Today, 321 Daily, Central Florida Public Media and WESH. Among the 13 major U.S. outlets, NBC News, The Washington Post and CBS (CBS Miami) ran their own stories before we published; NBC's Monday story reported five Brevard polling places moved, before the county's list grew to eight. We did not find it in the other 10.

L4Deeper impact

The relocated precincts are 306, 307, 309, 323, 509, 512, 517 and 525. Six move to two Melbourne sites, New Shiloh Christian Center (3900 Sarno Road) and Joseph N. Davis Community Center (2547 Bruce D. Buggs St.), and Precinct 517 moves to Palm Bay City Hall Council Chambers (120 Malabar Road SE) (321 Daily; Central Florida Public Media). "For the safety and security of our election workers and the voters of Brevard, it is necessary to relocate a couple of precinct polling locations due to these unprecedented circumstances," Supervisor of Elections Tim Bobanic said. "No matter what, everybody will get an opportunity to vote tomorrow," Sheriff Wayne Ivey said Monday (Central Florida Public Media). Mail ballots must be received by 7 p.m. today; the Viera office takes drop-offs, while the Titusville, Melbourne and Palm Bay offices are closed (321 Daily). Across Florida, NBC News counted at least 17 polling places moved in five counties.

L5Full context

Gov. Ron DeSantis declared a state of emergency Monday for Brevard, Indian River, St. Lucie, Martin, Highlands, Hardee and DeSoto counties (321 Daily). The St. Johns River near Cocoa rose into minor flood stage Monday and is forecast to reach moderate flood stage mid to late week, and Melbourne police Cmdr. Shawn Eising said water will probably take "days" to recede in some areas (321 Daily; Central Florida Public Media). A 1,000-year event means a 0.1% chance of rain of that magnitude in any given year; it does not mean it cannot happen again soon (WESH).
