Depth

Dig five layers into this story — from what happened to the full picture.

L1What happened

What happened: "Election Day in Westchester County got off to a rocky start on Tuesday with a county-wide failure of ballot-scanning machines" (Gothamist). NBC News reported that "ballot tabulators failed to scan voters' hand-marked paper ballots in 44 out of 45 of the county's municipalities." Jenkins told a news conference that machines have been unable to scan "as many as 250,000 ballots in 332 polling locations across more than 40 of the county's municipalities" (The Guardian). The figures are officials' estimates.

L2Who’s affected

The cause: The state Board of Elections said "A change affecting a contest in one municipality required updated election programming, which was subsequently tested and deployed for early voting and for Election Day machines in that municipality." It added: "However, Election Day machines elsewhere in the county continued to use the original programming and therefore could not recognize and accept the ballots being used for Election Day" (CBS News, 1:36 p.m.).

L3Why it’s quiet

The fix: The state board said it was working with the county board to "deploy replacement election media using the updated programming previously tested for early voting, which encompasses all contests throughout the county" (NBC News). "By Tuesday afternoon, the single scanner workers programmed to accept ballots at each polling place began coming online, Jenkins said" (Gothamist). "Votes cast earlier in the day that could not be scanned were placed in emergency orange ballot bags" (Gothamist).

L4Deeper impact

What officials promise: "Long-established emergency ballot procedures have been implemented, where completed ballots are secured, under bipartisan control, and will be counted," the board said (CBS News New York). The state board said "the affected scanners rejected ballots they could not properly recognize rather than incorrectly tabulating them" and "Accuracy will never be sacrificed for speed" (CBS News). Jenkins: "Once these issues are resolved, I will convene a bipartisan team to conduct a thorough review of the decisions and failures that led to this debacle, determine where accountability lies and ensure that this never happens again" (Gothamist).

L5Full context

The House race: "Westchester, just north of New York City, is one of several counties voting in the marquee congressional race between Republican Rep. Mike Lawler and Democratic challenger Cait Conley" (Gothamist). Lawler wrote: "Stay on line and vote. Do not leave the polling place without voting" (CBS News New York). Lawler said the emergency-bag ballots "would be transported from poll sites after 9 p.m. by police escort to a central location at the Board of Elections" (Gothamist).
